Urbanisation or Agriculture, what do you feel should be the target focus?


Deputy Chairman of the Niti Ayog, Arvind Panagariya, announced that “Without cities we can’t grow rapidly”. He added, “urbanisation plays an important role in poverty alleviation”. Using a decomposition that allows sectoral population shares as proxies for their contributions to poverty reduction, used in a recent World Bank study, we found that the (proportionate) poverty reduction is largest for agriculture.

Since independent india has been trying to minimise its poverty ridden population yet,around 22% population still in poverty.however majority live in rural areas with agriculture as their main occupation. so in my opinion agricutural development could aid in minimising poverty and growth simultaneously if incentives should be given to promote forward linkages, casual and forced labours should be mobilised in farm processing industries, development of climate resilient technology.

Agriculture is a sector which employs the half and feeds the other half, It has been considered as the lynchpin of India's growth as it has high multiplier effect. But since the time of independence, India had remained an agrarian economy ,could not improve its contribution to GDP beyond 4 % even though our net produce area in the world is 15%. Hence by only being an agrarian economy was never sufficient to improve our economic conditions as this sector has many loopholes. But still India is growing and developemnt can be seen in the form of development of highways, good infrastructure,smart cities,malls etc which shows that urbanization had taken place at a rapid pace by the contribution of various other sectors besides agriculture.. Urbanization acts as a mirror of development and it is believed that becoz of its spill over effect, the areas in its surroundings also starts to develop..But again, urbanisation doesn't presents the true picture of development as there it is still becoz of few percentage of people who have developed..But it shows more inequality rather than development if one tries to go deep down

Poverty, broadly defined, indicates deprivation from means of life- Income, education, healthcare. And employment generation is one sustainable avenue to tackle the process, apart from welfare schemes. Both agriculture and urbanization have complementary role to play in tackling poverty alleviation. Agriculture employs near 50% of workforce and generates income for 70% of rural household. So sustained and high growth of agro-sector has high poverty alleviation potential, considering its employment structure.

Structural change in employment scenario is taking place recently, as the country embarks on high growth trajectory. Shift from low productivity to high productivity sectors is taking place, as is evident from decline in farm employment. Also rural areas are still way behind urban conclaves in terms of social infrastructure, amenities and quality of life.

Both urbanization and agriculture are not the new concepts to human civilization and been there from the inception of very first human colony. But what creeps in with the growing population and scarce resources in the lack of technology is Poverty.
It is a general believe post industrialization that an urban lifestyle and an urban habitation and job can lead to decrease in Poverty. Though I differ on this view, any person who migrate from the village to an urban center in a view to earn and to remit back the money to its flaunt in the village found himself trapped in the burgeoning economy of the city and all his hard earned money spent there in the city only. Though there are the studies which shows that urbanization reduce the poverty in the villages but what is more impactful for the same job is the development if agricultural activities. Development of agriculture in the village keeps intact the social connection of a villager which is lost in the city for such a new comer, in the village the person is not in the competition of consumerism since he is more connected to the social ties and so can save more.

Urbanisation is synonym of industrial development,better infrastructure and more no of people employed in manufacturing and service sector.While agriculture corresponds to rural livelihood. Poverty can be addressed by robust agricultural system.Our agriculture is rainfed.The over dependence of uncertain nature leads to suffering of the farmers.The drought and floods mostly impact the poor farmers.The average age of farmers are increasing and the new generation are not willing to join agriculture due to high risk involved without yielding high income.Fragmentation of land due to increase in population has further aggravated the problem.There is low productivity due to traditional way of agriculture.These situation causes poverty in our country as almost 50% of our population is dependent on this.The suicide of farmers are facilitation of their miserable condition.
Urbanisation is the hope of new generation.Youths have aspiration of living a standard life.They get education,training to get job in urban area.Urban area expands very fast leading to boost in economic activity.It generates job opportunity.The infrastructural work,industry and jobs in services sector have potential to absorb unemployed population.Urban life also gives better opportunity to access government services like education,health.It helps them to come out of vicious circle of poverty.At the same time immigration also causes expansion of slum areas.The deprivation of necessary needs like water,sanitation and space.This social divide also leads to crime.So urban development should be inclusive.
