Something is better than nothing is not true for every aspect, and thus hiring retired teachers in schools might not be that great a step

There must be uniformity in higher education, regarding , pay scale to the regular and retiree and retirement age , may be 60 years, if needed extension may be given to the talented and efficient, keeping in view the proficiency in research. Screening system may also be implemented after every five years to keep the teachers abreast of the latest development in their subject.Post of Professor must be created in UG/PG colleges I.e. after attaining ten to twelve years of associate professorship. Retiree and past retiree must be given the same pension and increment benefit in their pay scale and grade pay. I.e. Benefit of their service is must for their old age along with medical facilities. SAT type test is required for admission in higher education to attract only talent and it must not be free for all,loan facilities must be provided to the students for their higher education. We are to compete at Global level need quality and not quantity.

This treaty allows India to use limited amounts of water from Indus, Jhelum and Chenab and full use of water from Sutlej, Beas and Ravi for agriculture, power generation and transport thus helping the energy and water starved India. Using this treaty India can threaten Pakistan to mend its ways in issues of terrorism because without water and irrigation facilities the lands of Pakistan would become infertile. Whenever the pay commission report is published there will be a lot of hue and cry because it is unfortunately favoring only the bureaucrats and not others and the members in the commission are mostly from the bureaucracy and they ensure some confusion while implementing the report. The OROP was resisted tooth and nail by the bureaucrats right from the beginning, and they least expected Mr Modi would implement it . When the final orders were given for implementation this PMR was deliberately left vague otherwise it could have been clearly stated what will be the minimum effect on OROP for the voluntary retired people. In the Def Services the promotional avenues are pyramid type unlike the Babu were every one raches the top whether he is fit or not. Hence those who get a better opporutinty especially from Engineers would like to leave after reaching pensionable service.
