Modi's plan of housing for all, should this be a reality?

Even if its possible should there be housing for all by 2021? Will it not leave any motivation for others to have a house?

In India, as per the 2001 Government Census estimate, nearly 24.7 million households do not own their own home. This estimate covers both urban and rural housing. From our findings, the primary understanding we were presented with was that "The urban poor is not just one class." In fact, those in India who earn US$50 –500 per month as household income are all classified as one class of urban poor. But through data collected from more than 10,000 households, and interviews with potential customers and our Ashoka fellows, we arrived at our first biggest discovery, which we have called "The pyramid within the bottom of the pyramid".

When one person thinks of homeless, the first image that usually comes to mind is that of the beggars walking around looking for charity. One must remember that these people generally refuse to hold down a job. Any actual disabled person, would qualify for disability, thereby gaining a steady income which could pay for rent. The truth is the homeless people like being homeless, they don't like working, and most all take that change you give to buy malt liquor. Even at my local homeless shelter where I have volunteered, they all sat outside the gates drinking, with no cares in the world. The government should not support these people's drinking habits with our tax money. Not to mention all homeless people already qualify for food stamps, emergency medicaid, and can get any life saving treatment at a hospital without ever paying the bill, they just need a 9.00 a month PO Box to get benefits. If they can't stop spending that money on beer even for just a few days, they don't deserve our support.

There are so many so called homeless people to whom if support systems were taken; would suddenly become capable. I have known of at least one such person. This individual laughed at the all of us who drag out of bed and head to work everyday. This person is in their early 30s and takes advantage of everything from welfare to his parents basement. I lump social systems in with the homeless problem. If we chose not to spend our wealth to support those with their hands out, the vast majority of these leech-humans would suddenly and miraculously find themselves working out solutions for survival on their own.

What is required for minimum housing for masses, to provide a normal room with toilet, supported with semi covered spaces for cooking etc. and open area for day long house hold activities. Our climatic needs are to be taken in consideration for providing liveable spaces to masses at the minimum expenditure, to make it affordable and maintainable?

To ensure a roof for full of the population, as high as 40k houses needs to be produced a day to fulfill our PM's so called Housing for all scheme, so the focus shall not be the cost, the foremost challenging point is how can such enormous production can be done for the current deadline 2022?

Besides that, a visionary government will also ensure the development of infrastructure in the suburban regions, where large-volume, low-cost/affordable housing typically flourishes. The distinction is also important:affordable housing is typically targeted at low-mid income individuals in the formal sector: junior lawyers, accountants, receptionists and the like vs.low-cost housing is typically targeted at people in the informal sector, willing to live on the outskirts of a city and commute daily to work. A longterm solution will ensure the decentralization of business zones to areas more easily accessable to affordable housing, and viable connectivity to peripheral low-cost developments.

Definitely, there will be no market rate and only the government guide line value will need to be followed. But sellers are not ready to sell their land at guideline value. So, real estate sector will take more time might be in years to retain its current position
