Can setting up KPIs for government teachers improve the standard of government schools?

Its a debatable topic since ages now, no one has been able to come up with a perfect solution. Compulsory government school education for government employees/ increasing the salary, tougher exam and what not. Can KPI based salary be an answer?

Its a nice thought but the problem with KPI is its mostly objective and thus depends on your seniors and thus its hard to monitor.

This might lead to the same cycle as everything else since things will be dependant once again on people working in the government. Rather the brighter minds can be encouraged to take up teaching as a profession. Teaching needs to be an attractive career choice for talented individuals, rather than the last resort for students, who find no other job openings. The government needs to introduce better recruitment and training programs for the teachers, who need to be well acquainted with student psychology. Teachers also need the freedom to develop their own courses for education of the students, with less interference from the government.

The lack of enthusiastic teachers in government schools results in a downward spiral for academic progress of the school. Public pressure needs to be exerted in order to force the governments into opening more schools. Once the more privileged students are placed with the less privileged the pressure to improve the quality of education automatically increases for the government, a move that benefits all. Further, by bringing education under the direct control of the government, child welfare and healthcare can be improved with primary education.

We should have a 1:30 teacher: student ratio must be strictly implemented, there shall be no contract teachers, schools must maintain 1 additional teacher to face any eventuality or number of schools can create a pooled arrangement. Proper infra especially toilets for girls, lab, drinking water facility. Teachers incentive should be based on learning outcomes. TSR Subramanian report recommendations should be implemented like: All India Educational service, Compulsory licensing or certification for teachers in government and private schools, no detention policy must be continued for young children until completion of class V only, remedial coaching to weak student.
